San Diego to expand bike lanes and improve sidewalks as part of new mobility plan

The Mobility Master Plan will be launched to transform urban transportation

After three years of development, the City of San Diego has unanimously approved its first-ever Mobility Master Plan—a comprehensive strategy aimed at enhancing transportation safety, efficiency, and sustainability citywide.

 

The 132-page plan prioritizes nearly 400 projects, including sidewalk improvements, better access to public transit, and the expansion of bike lanes. “This plan addresses where people need and want to travel, with a passenger-centered approach,” explained Phil Throm, the city’s mobility planning lead.

 

Key focus areas include communities near El Cajon and San Ysidro Boulevards. The plan is aligned with San Diego’s Climate Action Plan and Vision Zero initiative, which aims to eliminate traffic-related deaths and serious injuries.

 

 

The county’s Bicycle Coalition supports the plan, advocating for faster implementation of protective infrastructure for cyclists and pedestrians, along with traffic-calming measures. Additional programs under consideration include transit pass incentives, slow streets, enhanced pedestrian zones, carsharing systems, and e-bike rebate initiatives.

 

“The foundation is in place,” said Chloe Lauer of the Bicycle Coalition, though she cautioned that implementation will depend on available funding. The city also plans to monitor progress using safety-based performance metrics and intends to seek state and federal funding to support the proposed projects.
