Man accused in Colina del Sol cyclist killing detained at Otay Mesa; daytime shooting was witnessed by patrolling officers

A man accused of a 2023 homicide in San Diego’s Colina del Sol neighborhood was arrested by U.S. authorities as he attempted to reenter the country from Mexico.

 

According to police reports, the incident dates back to December 21, 2023, when two San Diego Police Department officers assigned to the Mid-City Division witnessed a shooting while patrolling the 4900 block of El Cajon Boulevard.

 

Investigators say the suspect fired from the passenger seat of a dark-colored SUV before fleeing westbound along the same street. The officers immediately stopped to render aid to the victim until paramedics arrived.

 

The victim was identified as 35-year-old Kevin Billingsley, a San Diego resident. He sustained at least one gunshot wound to the upper torso and later died at a hospital from his injuries.

 

Homicide detectives determined that Billingsley had been riding a bicycle westbound on El Cajon Boulevard, traveling in the same direction as the suspect vehicle. Authorities believe there was some form of interaction or possible argument between the victim and the SUV’s occupants prior to the shooting.

 

Investigators were able to identify those inside the vehicle, including the driver, 34-year-old Jose Campas.

 

On Tuesday, Campas was taken into custody while attempting to cross into the United States through the Otay Mesa Port of Entry. He was later booked into county jail, where he faces charges in connection with Billingsley’s murder.
