The Municipal Police made the discovery during a surveillance patrol
A body bound and handcuffed was discovered inside a black bag in the Zona Centro early Thursday morning in Tijuana. Municipal Police made the discovery during a patrol near the El Bolitas restaurant, located at the intersection of 4th Street and Niños Héroes Avenue.
While the sex and age of the victim could not be determined, the body displayed masculine features. In addition to being handcuffed and bound at the feet and hands, the body had a piece of rope around its neck.
Initial reports indicate that the suspects were traveling in a gray Ford Windstar vehicle.
