The suspect was wanted in Mexico and the U.S. for homicides committed in both countries

During a joint operation conducted by the Baja California State Attorney General’s Office (FGE) and the Mexican Secretariat of National Defense (SEDENA), César Moisés "N", a U.S. citizen, was arrested for his alleged involvement in the murder of the Head of International Liaison of the Baja California State Police, as well as for other crimes committed in both Mexico and the United States. The arrest took place on the night of April 17.

The suspect, who had evaded authorities in both countries, was found hiding in a makeshift wooden room inside an abandoned house in the Lomas del Matamoros neighborhood, located in the eastern part of the city. The arrest followed a detailed investigation under "Operation Gacela", carried out by the FGE’s tactical response unit with support from SEDENA personnel.

The operation involved 40 agents from the State Investigation Agency (AEI), under the command of Commissioner Hibael Suárez Osorio. SEDENA forces established a security perimeter to ensure the mission’s success. Baja California Attorney General María Elena Andrade Ramírez personally oversaw the operation, emphasizing that the arrest reaffirms the state government’s commitment to combating impunity.

César "N" is considered a high-priority target by the Security Council led by Governor Marina del Pilar Avila Olmeda, due to the serious impact of his alleged crimes on the peace and safety of Baja California. He is currently undergoing criminal proceedings, and his legal status will be determined in accordance with the law.
